In April of 2007 the Federal Bureau of Investigation was contacted via phone regarding claims made by The Woodlands Fire Department on a Department of Homeland Security Fire Act Grant application.
As a follow-up, written documentation was provided to the FBI in July of 2007 regarding this matter.
Simply put, on the Fire Act Grant application, The Woodlands Fire Department claimed to receive 100% of funds for their operating budget from taxes. However, in fire department communications sent to the Texas Attorney General, in an effort to keep public access to the fire department closed, The Woodlands Fire Department argued only approximately 5% of their total funding is provided by public entities.
So which is it?
